The New York Consumer Guide to Health Insurers contains a ranking of HMOs and health insurers based on complaint statistics and enrollee satisfaction surveys and includes information on the number of successful appeals to independent external review agents. These appeals result from decisions to deny benefits based on medical necessity grounds or classification of procedures as experimental or investigational.
